Supreme Allied Commander Transformation, General Philippe Lavigne visits the NATO M&S COE
On 22 June 2023, the Supreme Allied Commander Transformation (SACT), General Philippe Lavigne, honoured the NATO Modelling & Simulation Centre of Excellence with an official visit. Col. Francesco PACILLO, the NATO M&S COE Director, welcomed General Lavigne and his staff.
The NATO M&S COE presented the Centre’s organization, capabilities, current and future projects in support of the NATO Alliance, Framework Nation and the Centre’s Sponsoring Nations.
A general overview on the Centre was provided by the Director, talking about current M&S projects, including our Wargaming Interactive Scenario Digital Overlay Model (WISDOM), the Electro-Magnetic Layer for Multidomain Operations project (ELMO) and the development of an M&S layer for Chemical, Biological, Radiological and Nuclear (CBRN).
General Lavigne expressed his gratitude for the visit and his appreciation for all the work done by the Centre’s staff for NATO. Specifically, he showed a great interest in the visualisation of the projects and the Centre’s upcoming diamond event, the 18th NATO CA2X2 (Computer Assisted Analysis, Exercise, Experimentation) Forum, that will take place from 3–5 October 2023 in Rome (Italy).

(Source ACT Norfolk) Allied Command Transformation is currently engaging in multiple space-related initiatives in support of the broader Warfare Development Agenda, emphasizing the importance of space capabilities to Multi-Domain Operations and Digital Transformation efforts. In particular, it is working in conjunction with relevant stakeholders from across the NATO enterprise to develop space situational awareness, coordinate space policy, and encourage interoperability. While NATO does not seek to become an autonomous space actor, Allied Command Transformation also assists national and NATO-led efforts to procure space-related assets by helping to determine capability requirements and supporting the NATO Defense Planning Process. In addition, Allied Command Transformation is raising awareness within the Alliance about the benefits of continuous and secure access to space services, capabilities, and effects, as well as understanding the vulnerabilities to these posed by adversaries.

The NATO Modelling & Simulation Centre of Excellence is dedicated to the promotion of Modelling & Simulation in support of operational requirements, training and interoperability. The Centre act as a catalyst for transformation through the involvement of NATO, governments, academia, industry, operational and training entities, by improving the networking of NATO and nationally owned Modelling & Simulation systems, the cooperation between Nations and organizations through the sharing of Modelling & Simulation information and developments and serving as an international source of expertise for transformation in the related domain. https://develop.mscoe.org
NATO Centres of Excellence are nationally or multi-nationally funded institutions accredited by NATO. They train and educate leaders and specialists from NATO member and partner countries, assist in doctrine development, identify lessons learned, improve interoperability and capabilities, and test and validate concepts through experimentation. They offer recognized expertise and experience that is of benefit to the Alliance and support the transformation of NATO, while avoiding the duplication of assets, resources and capabilities already present within the NATO command structure.
